Rain Seeks OCC Approval to Launch Rain National Trust Bank
Crypto payments firm Rain has applied to the OCC to charter a national trust bank covering custody, stablecoin reserves, and issuance services.
Rain, a crypto-focused payments company, has filed an application with the Office of the Comptroller of the Currency to establish Rain National Trust Bank, placing its core financial operations under federal supervision for the first time. The proposed institution would handle custody services, stablecoin reserve management, and stablecoin issuance and redemption within the broader payments ecosystem.
The move signals a broader industry push to bring stablecoin infrastructure into federally regulated frameworks as lawmakers and regulators intensify scrutiny of digital asset payment rails. By seeking a national trust bank charter rather than a state-level license, Rain would operate under OCC oversight, a structure that could lend institutional credibility to its payment services.

The application does not guarantee approval, and OCC charter reviews typically involve extensive examination of capitalization, governance, risk management, and compliance frameworks. If granted, Rain National Trust Bank would join a small but growing cohort of crypto-adjacent firms that have pursued federal banking charters as a strategic alternative to patchwork state money-transmission licensing.
The timing aligns with intensifying Congressional debate over stablecoin legislation that could define federal standards for reserve requirements and issuance oversight. Continue reading at All Financial Services & Investing.
